Apparently it's from a little-known commercial for the Sci-Fi Channel. If so, they have huge cojones to use the World Trade Center - specifically, the point of impact of the first plane to hit it on on 2001-9-11.
I imagine that making reference to such a tragedy is designed to invoke an emotional response to the footage and cloud the viewer's analytical capabilities. Despite (or maybe because of) this clever manipulation, I think it's eighteen seconds of pure gold.
I've seen this clip before, and I think that this was made prior to September 2001.
